Baltimore Advocacy for Reconciliation, Inc is formed in the most desolate of environments, broken hearts, slum infested, prison, etc.… We came to be through a unique relationship of artists, writers, actors, musicians, and mentors in the year of August 2003. After meetings, careful planning, and research, we incorporated Community Conscious Rap, Inc as a not-for-profit organization October 19, 2004. Due to lack of money and resources, the founding members was force to seek means for their livelihood. We move around and along with our resident agent falling sick and years later she had decease. We were not filing our state personal property return with the State Treasury Secretary for years. Community Conscious Rap, Inc forfeited by the Dept. of Assessment and Taxation in 2005-2006. It was not until May 2011 Community Conscious Rap, Inc was clear of its tax problems and re-incorporated under the same name and founding board members. We were never physically able to maintain our Personal Property Return form and fell behind again and the Dept of Taxation and Assessment forted the corporation on October 1, 2013. When we were able to physically be in position to revive the corporation and maintain it, we did on July 14, 2020 and we changed the name from Community Conscious Rap, Inc to Baltimore Advocacy for Reconciliation, Inc

 

Now, Baltimore Advocacy for Reconciliation, Inc has its role as an Advocacy group for community affairs. We do not want to be limited in our standing in the community, but we want to be clear. We are not the panaceas for all problems nor do our service benefit all that statistical data allow us to serve. We understand community service is a thankless and taxing job. But we believe someone must do it. This is the calling we accept.

 

When we look at the plight of any community today, you will see its inability to function outside of the service of the government’s fiscal budget. If a business, institution or government is suffering from revenue deficiency then they ate spending money as soon as it comes in then sooner than later they will not be able to provide for its citizens and with the imposition of taxes and no services for those taxes levied, this will create dissension, ill-feelings, mistrust, lawlessness, anarchy, and possible revolution. What could cause these conditions? Why? Why not? When did it begin? Who is responsible for the current conditions? And does someone of yesterday still maintain control behind the scene? We want to cover every aspect of these questions and more.

 

 

 

If you would talk to anyone in the community, you will immediately get a sense of indifferent energy. You will be made to feel their lack of interest in the societal process. And there is evidence that support repression of authoritarian rule. These feelings are connected to corruptions of governmental authority. We know a citizen doesn’t wake up one day and prepare for the rough weather to stand, march and shout in protest with the thoughts in mind that they are occupied in their cities by government and corporate America. The government and merchant are in a vulnerable role occupying communities without provocation. This apathy begins from a distant source in time and in order to see the players involved and the process of disenfranchisement from the establishment which is rooted in a world-wide system of white supremacy. Yes! I know, it is not a popular subject. But it is the foundation in, which America’s cities function. They have been put into a class, caste and racist system controlled and maintained by a perpetual power structure.

B.A.R. came into existence as result of being disenfranchised from the power structure. This is the case of how highly functional and creative people seemingly find themselves on the outside looking in. When a people feel helpless and have no recourse to seek freedom, justice, and equality then apathy sets in. Apathy comes from corruption in government and abuse of police force, not to mentioned how had the economy is a result of mismanagement and corruption in city, state, and national politics.

Our research have found some very important demographic numbers reflecting the above mentioned circumstances. These conditions of the disenfranchised, which creates a target group of Black sheep of the family. This is the alpha male/theta female. We thought our research would find drug addicts, unemployed, the gangster, school dropouts, teen parents etc.… And we did find some, but we also found reasons that explain how they come to be, so our question premise was not a search of what, who, where and when. We neede3d to know why? So rather profile with distance data, we begin all over again.

From data of Baltimore urban metropolitan city with a population above six hundred thousand, you will see reflections of the above target group. In Baltimore, the total population is 637,411. 10.2% or 63, 000 are unemployed. 46% or 250,594 are employed. The remaining 43.8% are either on welfare, drugs addicts, in prison, in school or on any street corner selling drugs or gang banging. While most Baltimoreans are productive citizens, there is a segment of population that is considered a part of “hidden America”. The black population of Baltimore is 65% or 407,160. The white population of Baltimore is 30% or 187,920 of the population of Baltimore is considered “other”. Number are equated to power, but for over 200 years, blacks have not exercised their power in numbers, politically, until 1987. The black alpha males/theta female between the age of 15 and 34 year old in Baltimore are 28% or 104,015. A very significant part of that human resource and human potential is being wasted via illiteracy, drug addiction, school dropouts, increased violence, gang banging, etc.…

The above conditions is what called Baltimore Advocacy for Reconciliation, Incorporated into existence. We devote time availability, resources, etc.… into providing services to disadvantaged individuals and communities that are a part of “hidden America”
